Designed as part of a cycle of dual lands representing the ten guilds of Ravnica, it specifically honors the Azorius Senate, the guild responsible for the plane's laws and judicial system. These lands were engineered to provide flexibility in deck construction by tapping for either white or blue mana, requiring players to pay two life as a cost for the convenience of playing them untapped.

The card's artwork was commissioned from illustrator Rob Alexander, who has contributed extensively to the game’s visual identity since the mid-1990s.
