Where it came from
Kambal, Consul of Allocation was introduced in the 2016 Magic: The Gathering expansion set, Kaladesh. Designed by Wizards of the Coast, the set draws inspiration from art deco, Indian aesthetics, and a whimsical 'aetherpunk' industrial revolution. As a legendary creature, Kambal represents the corrupt, bureaucratic leadership of the Consulate, the ruling power on the plane of Kaladesh that seeks to restrict the population's access to the magical energy source known as aether.
The card was illustrated by Johannes Voss, who utilized a clean, structured style to convey Kambal's status as a formidable tax-collector and political antagonist. The design focused on translating his oppressive, drain-oriented mechanics into gameplay, where he punishes opponents for casting non-creature spells. Upon release, the card was well-received by players for its impact in Commander and Modern formats, noted for its ability to effectively stifle aggressive spell-casting strategies.
