Where it came from
Kambal, Consul of Allocation was introduced in the 2016 Magic: The Gathering set Kaladesh, which drew heavy aesthetic inspiration from steampunk and Indian-inspired fantasy. The card depicts a corrupt government official of the city of Ghirapur, embodying the set's central conflict between invention and bureaucratic control. This specific version is a promotional variant, distributed as part of the Kaladesh Prerelease events to celebrate the launch of the new expansion.
The character design reflects the artisan-focused visual language of the plane, utilizing ornate metalwork and intricate textiles. Illustrators for the set, including those contributing to the promo series, aimed to ground the high-fantasy mechanics of the game in a distinct, coherent world-building exercise. The card was well-received by players for its unique ability to tax opponents for casting non-creature spells, cementing its utility in Commander and other eternal formats.
