Where it came from

Persistent Petitioners was released in early 2019 as part of the Ravnica Allegiance expansion for Magic: The Gathering. The card was designed to represent the faceless, hive-minded masses of the Azorius Senate, a law-enforcing guild on the plane of Ravnica. Its mechanical identity is built around the unique ability to include any number of copies in a deck, a deliberate homage to previous cards like Relentless Rats that allow players to break standard deck-building deck-construction limits.

The artwork was commissioned from illustrator Johannes Voss, who sought to capture the oppressive uniformity and eerie synchronicity of the guild’s petitioners. By portraying the figures with identical silhouettes and a muted, institutional color palette, Voss emphasizes their role as instruments of bureaucracy rather than individuals. Upon its release, the card was widely received as a cult favorite among casual players for its synergistic 'mill' strategy, often appearing in large quantities within decks to overwhelm opponents through sheer, repetitive numbers.
