Where it came from
Phelia, Exuberant Shepherd was released in 2024 as part of the Modern Horizons 3 expansion for Magic: The Gathering. Designed to integrate into the modern format, the set focused on introducing high-complexity mechanics and powerful synergies that were previously absent from the competitive landscape. This particular card was crafted as a legendary creature, intended to facilitate 'blink' strategies by allowing players to exile and return permanents to the battlefield, thereby triggering enter-the-battlefield effects.
The visual identity of Phelia was brought to life by illustrator Ovidio Cartagena. Cartagena’s design emphasizes the character’s whimsical and protective nature, depicting the shepherd with a soft, ethereal aesthetic that contrasts with the more aggressive tropes often found in fantasy creature art. Upon its debut, the card was well-received by the community for its versatile utility in both Commander and competitive formats, with players praising the balance between its low mana cost and its potential for repeatable value.
