Where it came from
Phelia, Exuberant Shepherd was introduced as part of the Modern Horizons 3 expansion, released in 2024 to bring powerful, high-synergy cards into the Modern format of Magic: The Gathering. The card was designed to function as an engine for enter-the-battlefield effects, utilizing its ability to flicker permanents to generate recursive value. Its design reflects the set's focus on complex board states and tactical interaction, positioning the shepherd as a centerpiece for decks centered on creature utility.
The card features artwork by Marie Magny, who crafted a whimsical yet refined aesthetic that aligns with the Shepherd's supportive role in the game. Upon its debut, the card was received with significant interest by players looking to optimize white-based midrange and control strategies. Its mechanical utility, paired with the vibrant visual identity of the Modern Horizons series, established it as a noteworthy addition to the game's expansive library of creatures.
