Proclamation of Rebirth originally debuted in the Dissension expansion for Magic: The Gathering in 2006. As part of the Ravnica block, it reflects the mechanical identity of the Orzhov Syndicate, a guild defined by its dual focus on life and death. The card was designed to embody the Orzhov philosophy of spiritual debt and recurring investment, allowing players to return low-cost creatures from the graveyard to the battlefield, a mechanic that mirrored the guild's penchant for perpetual servitude.

The artwork, illustrated by Greg Staples, utilizes the dark, gothic aesthetic associated with the Orzhov aesthetic during the Ravnica era. Staples focused on the visual language of ghosts and ritualistic architecture, emphasizing the haunting nature of the spell.
