Where it came from
Propaganda was originally released in the 1997 Tempest set for Magic: The Gathering, designed to introduce a defensive enchantment that forced opponents to pay a mana tax to attack the controller. The card was created during a period where Wizards of the Coast was experimenting with mechanics that punished aggressive strategies, establishing it as a staple of blue control decks that sought to stall the board state.
The Foundations Commander version, featuring collector number 72, retains the iconic functionality that has made the card a Commander format essential for over two decades. The aesthetic follows the modern template updates while honoring the original thematic intent of political and psychological manipulation through the game's art and mechanical design.
