Puppet's Verdict was originally released in the 1999 Mercadian Masques expansion for the Magic: The Gathering trading card game. Set on the plane of Mercadia, the cards were designed to reflect a world of political intrigue, complex social strata, and deceptive puppetry, with the card itself functioning as a destructive spell that forces opponents to sacrifice creatures.

The artwork was illustrated by Daren Bader, a long-time contributor to the game known for his surreal and often unsettling character designs.
