Ravaging Horde was released in 1999 as part of the Portal Three Kingdoms set, an expansion for the Magic: The Gathering trading card game designed specifically for the Asian market. The set was inspired by the 14th-century Chinese historical novel Romance of the Three Kingdoms, aiming to introduce players to the game mechanics through a thematic lens familiar to regional audiences. Unlike standard sets of the time, the mechanics were simplified to provide an approachable entry point for new players.

The card features artwork by Liu Jianjian, who contributed to the set's distinct aesthetic that draws upon traditional Chinese artistic motifs and historical period attire.
