Reins of Power was originally printed in the Stronghold expansion in 1998, designed by Mike Elliott as a blue instant that temporarily grants the caster control of all creatures owned by target opponent, while simultaneously forcing a swap with the opponent's creatures. The card was conceived as a high-impact political tool for multiplayer formats, capturing the essence of 'blue' magic's manipulative nature by turning an opponent's board state against them while protecting the caster from incoming damage.

The Commander 2016 printing, featuring collector number 96, updated the card’s frame to the modern Magic: The Gathering layout. This version was included in the 'Stalwart Unity' preconstructed deck, which focused on the Group Hug archetype.
