What it does
State-based actions don't apply to you or other permanents you control. (You don't lose the game due to having 0 or less life or drawing from an empty library. Your creatures aren't destroyed due to damage or deathtouch and aren't put into a graveyard due to having 0 or less toughness. Your planeswalkers aren't put into a graveyard if they have 0 loyalty. You don't put a legendary permanent into a graveyard if you control two with the same name. Counters aren't removed from your permanents due to game rules. Permanents you control attached or combined illegally remain on the battlefield. For complete rules and regulations, see rule 704.)

Where it came from
Rules Lawyer was released in 2017 as part of the Unstable set for Magic: The Gathering. As a silver-bordered card, it was designed specifically for the Un-sets, a series of experimental expansions that prioritize humor and meta-game mechanics over traditional tournament legality. The design intent was to literalize the common player archetype of the 'rules lawyer'—someone who obsessively scrutinizes the comprehensive rules of the game—by giving that player control over all permanent and spell interactions.
The card was illustrated by Matt Cavotta, a veteran artist and creative director for the game, who chose a whimsical, sharp-suited character to embody the persona. Upon its release, the card became a beloved cult favorite within the community for its thematic resonance, as it successfully translates the abstract social experience of debating complex game interactions into a functional and humorous gameplay mechanic.
