What it does

Whenever you cast a noncreature spell, amass Orcs X, where X is that spell's mana value. (Put X +1/+1 counters on an Army you control. It's also an Orc. If you don't control an Army, create a 0/0 black Orc Army creature token first.)

Goblins and Orcs you control have ward 2 generic mana.

Over all his works a dark smoke hung and wrapped itself about the sides of Orthanc.

Provenance

Where it came from

The Saruman, the White Hand card was released as part of the Magic: The Gathering 'The Lord of the Rings: Tales of Middle-earth' Commander set in 2023. This product marked the debut of the 'Universes Beyond' initiative applying a full expansion release to J.R.R. Tolkien’s legendarium, aiming to translate the iconic characters of Middle-earth into the mechanics of Magic: The Gathering for both new fans and established players.

The card features artwork by artist Livia Prima, who rendered the wizard in his corrupted, authoritative state. The design emphasizes his role as the master of Isengard, utilizing a mechanics-driven approach where casting noncreature spells creates an 'Army' of Orcs to reflect his industrial mobilization of Uruk-hai. Upon release, the card was well-received for its flavorful integration of the character's manipulative nature into the game's complex ruleset.
