What it does
When this creature dies, manifest the top card of your library. (Put that card onto the battlefield face down as a 2/2 creature. Turn it face up any time for its mana cost if it's a creature card.)
To the Sultai, Ugin's power was just one more resource to be exploited.

Where it came from
Sultai Emissary was released in the 2015 Magic: The Gathering expansion set Fate Reforged. As part of the Khans of Tarkir block, the card reflects the set's central theme of time travel and the shifting power dynamics of the Tarkir plane. The creature depicts a member of the Sultai Brood, a faction defined by their utilization of necromancy and their reliance on undead servants to maintain their opulent, decaying empire.
The card was illustrated by Johannes Voss, who utilized a dark, atmospheric palette to emphasize the emissary's sinister role in the clan's hierarchy. The design focus was on the manifest mechanic, which allows the card to be played face-down as a 2/2 creature, representing the Sultai practice of concealing their true strength within expendable undead thralls. Upon its release, it was regarded as a functional utility creature, valued primarily by players exploring graveyard-based strategies in limited formats.
