Swift Silence was released in May 2006 as part of the Dissension expansion set, the final installment of the original Ravnica block for the Magic: The Gathering trading card game. Designed by Wizards of the Coast, the set focused on the final three guilds of the plane of Ravnica: Azorius, Rakdos, and Simic. The card represents the Azorius Senate, the guild tasked with maintaining law and order through complex bureaucratic and legalistic processes.

The card was illustrated by Greg Staples, a long-time contributor to the game known for his atmospheric and gritty fantasy style. Staples aimed to capture the essence of an Azorius law-mage casting a prohibitive spell, utilizing a palette of cold blues and whites to signify authority and control.
