What it does
Double strike, vigilance, haste
Whenever The Herald of Numot deals combat damage to a player, create a Numot, the Devastator token card and shuffle it into your library.
Numot, the Devastators you control have vigilance and haste, and the "legend rule" doesn't apply to them.

Where it came from
The Herald of Numot, marked RZ03, belongs to an exclusive category of promotional cards distributed during specific Magic: The Gathering regional events. Its design draws heavily from the aesthetic established for the Dragons of Tarkir era, featuring Numot, the Devourer—one of the legendary Elder Dragons—as a central thematic figure. The artwork was crafted to evoke a sense of draconic majesty, focusing on the vibrant color palette associated with the Jeskai and Izzet-aligned lore of the plane.
These promotional items were produced to commemorate organized play participation, serving as tangible rewards for attendees of grassroots tournaments. The design choices prioritize clarity for competitive play while maintaining the high-fantasy visual standards of the era. Because these cards were released through limited event channels rather than standard retail expansion sets, they have become significant markers of regional tournament history for collectors of specialized Magic ephemera.
