Volt Charge was released in May 2011 as part of the New Phyrexia expansion for Magic: The Gathering. The set concludes the Scars of Mirrodin block, depicting the total conquest of the metallic plane of Mirrodin by the corruptive, biomechanical Phyrexian faction. Mechanically, the card was designed to support the 'proliferate' keyword, a central mechanic of the block that allows players to add counters to objects or players already possessing them, representing the rapid and invasive spread of Phyrexian oil.

The card was illustrated by Jason Felix, who utilized a stark, high-contrast style typical of the Phyrexian aesthetic to emphasize the surge of electrical energy. It depicts a spark of magical lightning channeled through a metallic frame, reinforcing the set's themes of industrial brutality and forced evolution.
