What it does
As often as you like during your turn (before your attack), you may attach 1 Water Energy card to 1 of your Water Pokémon. (This doesn't use up your 1 Energy card attachment for the turn.) This power can't be used if Blastoise is Asleep, Confused, or Paralyzed.
Does 40 damage plus 10 more damage for each Water Energy attached to Blastoise but not used to pay for this attack's Energy cost. You can't add more than 20 damage in this way.
A brutal Pokémon with pressurized water jets on its shell. They are used for high-speed tackles.

Where it came from
Released in early 2000, Base Set 2 was designed as a bridge for players and collectors to acquire cards that were previously difficult to find in the original Base Set. By reprinting iconic Pokémon from the first set and the Jungle expansion, it provided a renewed opportunity for the hobbyist community to complete their collections. This Blastoise card, numbered 2/130, features the classic Ken Sugimori artwork that defined the early visual language of the franchise, emphasizing a bold, static pose that highlights the character's signature water cannons.
The card was received with a mix of utility and nostalgia, as it allowed players to utilize a powerful stage-two Water-type Pokémon in a tournament setting where Base Set cards were beginning to rotate out or become scarce. While it lacks the 'shadowless' distinction or the initial scarcity of the first print run, its inclusion in Base Set 2 solidified its status as a foundational piece of the late nineties Pokémon trading card experience. The design remains a cornerstone of the original era, prized for its clean, reliable layout and its central role in early competitive deck building.
