Where it came from
The Houndour card (60/109) was released in 2004 as part of the Team Rocket Returns expansion for the Pokémon Trading Card Game. This set marked a thematic return to the classic Pokémon villains, the Team Rocket organization, who were originally introduced in the game's earliest years. The expansion was designed to highlight Dark-type Pokémon, which were portrayed as having been corrupted or trained by the syndicate to exhibit more aggressive, tactical gameplay characteristics.
The artwork for this card was produced by Ken Sugimori, one of the most prolific and foundational illustrators for the Pokémon franchise. Sugimori, who serves as the primary character designer for the series, opted for a dynamic, slightly shadowed illustration style that aligned with the set's darker aesthetic. Upon its release, the card was received as a standard utility piece, prized by players for its ability to fit into niche decks focused on the specific mechanics introduced during the EX-era of the game.
