Cannon Busters originated as a creator-owned graphic novel series by LeSean Thomas, first conceptualized in the mid-2000s and successfully funded via Kickstarter in 2014. The transition from a static print medium to a fully animated ONA format was realized by the Tokyo-based studio Satelight, known for its work on high-octane action series. The production sought to blend traditional Japanese anime aesthetics with Western urban sensibilities and Afrofuturistic themes, filling a unique niche in the 2019 streaming landscape.

The creative direction focused on a vibrant, episodic road-trip adventure featuring a diverse cast of androids and outlaws. LeSean Thomas served as both creator and director, aiming to prove the viability of creator-driven original content within the global anime market. Upon its release on Netflix, the series was noted for its distinctive visual style and commitment to an original narrative structure, distinguishing itself from the era's prevalent reliance on established manga adaptations.
