Changing Moral Hazard

Changing Moral Hazard was released in 2001 as an experimental OVA produced by the studio Obtain Future. Emerging during a period of transition for independent Japanese animation, the project sought to explore complex socioeconomic themes through a minimalist aesthetic. Its production reflected a growing interest among niche studios in blending surrealist storytelling with speculative fiction, distancing itself from the high-octane commercial trends prevalent in the early 2000s.

The visual design and directorial vision were shaped by a collective of artists associated with the Tokyo underground art scene, who prioritized atmospheric tension over traditional character animation. Upon its limited release, the work was received primarily within experimental film circles and academic animation studies. Critics often praised its challenging narrative structure, though its unconventional delivery and abstract nature relegated it to a cult status rather than mainstream prominence.
