It is the year 2808. Three convicts are recruited as members of the Cyber Police to keep major criminal activity in Oedo (formerly Tokyo) in check. In return, their life sentences will be reduced by a few years for every mission accomplished. However, to ensure that these convicts are doing their job, the police have secured special collars around their necks. If they attempt to remove their collars or fail to meet the time limit of their mission, the collars will self-destruct.

Where it came from
Cyber City Oedo 808 was released in 1990 as a three-episode original video animation series produced by the prestigious studio Madhouse. Directed by Yoshiaki Kawajiri, the series emerged during the height of the cyberpunk aesthetic in Japanese animation, heavily influenced by the gritty, high-tech, and dystopian themes popularized by Western cinema like Blade Runner. It follows three convicts who are recruited to serve as high-tech police officers in a futuristic Tokyo to earn reduced prison sentences.
The visual design of the series is celebrated for Kawajiri's signature sharp, angular character designs and the evocative, rain-slicked atmosphere of its setting. The series was well-received for its tight pacing and mature tone, standing out in an era saturated with science fiction titles. It remains a definitive example of early 90s OVA production, showcasing the technical prowess Madhouse developed during that decade through intricate cel animation and a distinct, neon-drenched color palette.
