Doubutsu Tonarigumi

Doubutsu Tonarigumi, released in 1940, is a short animated film produced during a period when Japanese cinema was heavily influenced by state-sponsored morale campaigns. The title, which translates to Animal Neighborhood Association, references the Tonarigumi system, a neighborhood unit organization mandated by the Japanese government to enforce civil defense and domestic cooperation during the Second Sino-Japanese War. The film served as a piece of state-aligned propaganda designed to normalize these societal structures for both children and adults by using anthropomorphic animal characters to model ideal citizen behavior.

The animation was produced by the Geijutsu Eigasha studio, a facility frequently utilized for educational and patriotic content. The film utilized a style reminiscent of Western animation tropes prevalent at the time, such as those found in Disney or Fleischer shorts, to present a comforting veneer over its political messaging. While the artistic execution was competent for its era, the film is primarily studied today by historians as a primary source document for understanding how wartime domestic policies were disseminated through popular media and children's entertainment.
