Machiko Natsukawa, whose father is a city council member, becomes a new teacher at a local school back home. On her first day, while on the way to work, she comes across two students sitting on the floor of the street car. When she goes to tell them off, the two students unexpectedly fight back. They then lift her skirt, exposing her to everyone on the train and causing quite the scene! She manages to escape and make her way to her new school! However, once homeroom begins, she sees that the students are there as well. It’s not long before they try to cause trouble again, but this time she’s saved by someone named Usui. As it becomes clear that Usui is really the one controlling things, Machiko finds herself falling into his trap... What fate awaits her?!

Where it came from
Panty Flash Teacher, released in 2004 by the studio Green Bunny, represents a specific subgenre of adult-oriented Japanese animation known as OVA—Original Video Animation. Emerging during a period when the adult OVA market was highly saturated, titles like this were produced primarily for the home video rental and direct-to-consumer market in Japan, characterized by low-budget, high-concept narratives designed to explore particular niche fetishes.
The creative direction of such works from Green Bunny often emphasized rapid-fire character archetypes and repetitive visual gags rather than traditional storytelling. Because these titles were produced by small, specialized studios operating on tight deadlines, they rarely employed famous directors or illustrators, instead relying on in-house staff to deliver content tailored to established genre tropes. They were generally received by the niche audience as functional entertainment within the adult erotic animation category, with little critical recognition in mainstream media.
