The nefarious Phone Pole Team has one goal - world conquest. However, this has proven difficult, so they're revising their strategy and taking over the world one prefecture at a time. When the mayor's office of their current target learns of their plans, they recruit every member of the high school baseball team (all three of 'em) to combat this threat. Over the course of this one-shot OVA our heroes must contend with Faceless Minions(tm), rampaging cyborgs, desperate attempts at undercover work, and perhaps even a touch of romance, all in their efforts to protect their neighborhood... and justify the stipend given to them by the city council.

Where it came from
Prefectural Earth Defense Force was released in 1986 as a single-episode original video animation produced by Studio Gallop. Adapted from the manga by Koichi Takei, the production sought to capture the satirical and surreal tone of the source material, which parodies the tropes of Japanese science fiction and tokusatsu giant monster films. It arrived during the burgeoning era of the 1980s direct-to-video market, allowing the studio to experiment with higher animation fidelity than standard television broadcasts of the time.
The creative direction focused on a blend of bureaucratic deadpan humor and elaborate mechanical design. Despite the distinctiveness of the animation and its cult following among genre enthusiasts, the title remains a niche entry in the history of 1980s anime. It is frequently analyzed for its subversive take on the 'saving the world' narrative, contrasting the mundane realities of a local defense force against the absurdity of global catastrophe scenarios.
