After two-month-old kitten Chibi-neko is abandoned by her former owners, she is found by 18-year-old Tokio. Although his mother is allergic to cats and has a great fear of them, she agrees to let him keep the kitten because she fears he is becoming too withdrawn after failing his university entrance exams. Chibi-neko soon falls in love with Tokio.
In her own mind, Chibi-neko is a small human who speaks in human words, although people only ever seem to hear her meow, and she believes that all humans were once kittens like her. A stray cat tells Chibi-neko of a paradise called Cottonland, where dreams can come true.

Where it came from
The Star of Cottonland, released in 1984, was produced by Mushi Production under the creative influence of Osamu Tezuka, the legendary manga artist who founded the studio. The film adapts the manga series of the same name, which follows the adventures of a kitten named Chappy who believes she is a human child. The production sought to capture the whimsical, surreal atmosphere of Tezuka’s source material, utilizing the studio's established cel-animation techniques to render the dreamlike, fluffy landscape of Cottonland.
Upon its release, the film was noted for its unique visual style and the gentle, philosophical tone characteristic of Tezuka’s later works. It served as a significant project for Mushi Production during a period when the studio was navigating the evolution of the anime industry toward more experimental and emotive storytelling. Critics and audiences recognized it as a poignant exploration of identity and innocence, marking it as a distinct entry in the studio’s extensive filmography.
