The Panay Striped-Babbler was formally described to science in 1990 by ornithologist Robert S. Kennedy and his colleagues. It is an endemic species restricted to the primary montane forests of Panay Island in the Philippines, existing within a narrow elevational range. Its discovery and identification occurred during a period of intensified biological surveys in the Visayas, highlighting the region's status as a critical center of avian endemism.

The species is distinguished by its namesake heavy, dark longitudinal streaking against a pale underpart, coupled with its distinctively rounded wings and a notched tail. As a member of the Zosterornis genus, it occupies a specialized ecological niche in the dense forest understory. Its existence remains a focal point for conservation efforts, as the fragmented nature of its habitat makes the population particularly sensitive to deforestation and land-use changes in the Panay highlands.
