Where it came from
The Diver and Shark set, designated 952406-1, was released as a promotional item within the City theme. These small-scale sets were typically produced to accompany larger retail collections or as polybag incentives, designed to expand the playability of the popular maritime sub-themes that frequently appeared in the City lineup. They serve as a narrative bridge, allowing collectors to populate their coastal scenes with specific figures and aquatic creatures.
The design follows the standard aesthetic of the City theme, prioritizing accessibility and immediate playability. The inclusion of the diver figure and the molded shark reflected the broader design philosophy of the era, which aimed to bring life to LEGO harbors and ocean-floor dioramas. While these sets were never intended as high-complexity builds, they were well-received by fans for providing specific characters and accessories that were otherwise difficult to source in bulk quantities.
