Where it came from
The Diver and Shark set, designated 862011-1, was released as a promotional item within the LEGO City theme. Promotional sets of this scale were typically designed to serve as polybag incentives or small-scale additions to larger aquatic-themed product waves, providing builders with compact, thematic snapshots of city life or professional exploration.
The design emphasizes the narrative-driven nature of the City line, focusing on the equipment and minifigure detail essential for underwater play. By pairing a professional deep-sea diver with a shark, the set aimed to capture a sense of adventure in a portable format. Like many small promotional sets from this era, it was received primarily as an accessible entry point for new collectors and a functional utility pack for expanding existing aquatic city displays.
