Bestial Menace first appeared in the Scourge set, released in 2003 as the final expansion of the Onslaught block. Designed as a high-cost enchantment, it was created to capture the primal, creature-focused themes of the set, providing a steady stream of tokens that escalate in power over several turns. The card was illustrated by Greg Staples, whose atmospheric and gritty style helped ground the card within the brutal, post-apocalyptic narrative of the Mirari's influence on the plane of Otaria.

The card was included in 'The List', a curated selection of reprints integrated into Magic: The Gathering set boosters starting in 2020. This initiative was designed to give players access to older, out-of-print cards that serve as deep-cuts for casual formats like Commander.
