Blue Elemental Blast was originally released in the 1993 Alpha set as a reactive tool for blue players to counter the perceived color imbalance favoring red spells. Its inclusion in the Revised Edition, published in 1994, marked its wider distribution to a growing player base during the early explosion of Magic: The Gathering. As a common card, it served as a foundational utility piece that defined the 'color hate' design philosophy of the game's formative years.

The artwork was provided by Richard Thomas, one of the original artists for the game and its first art director.
