Cephalid Constable was released in 2002 as part of the Judgment expansion, the third and final set in the Odyssey block for the Magic: The Gathering trading card game. Developed during a period when the game was exploring complex graveyard-interaction mechanics and tribal synergies, this creature belongs to the Cephalid race, a group of cephalopod-like humanoids inhabiting the aquatic regions of the game's setting, Otaria.

The card was illustrated by artist Greg Staples, who rendered the Constable with the characteristically eerie and fluid aesthetic associated with the underwater denizens of the Odyssey block. Mechanically, the card was designed to feature the 'return to hand' bounce effect triggered by combat damage, a design choice intended to reward aggressive play patterns while frustrating opponents by temporarily stripping their board presence.
