Where it came from
Chisei, Heart of Oceans was released in 2005 as part of the Betrayers of Kamigawa expansion for the Magic: The Gathering trading card game. The set was designed to explore the Japanese-inspired folklore of the Kamigawa plane, focusing heavily on the conflict between mortal forces and spirits known as kami. Chisei represents a celestial dragon spirit, embodying the set's central theme of ephemeral power and the intricate balance between spiritual authority and physical manifestation.
The card’s art was illustrated by Hitoshi Konishi, whose work on the Kamigawa block helped define the distinct, painterly aesthetic of the expansion. The design intent for Chisei centered on a recurring mechanic within the set involving the removal of counters from permanents to trigger effects. While some players at the time found its upkeep-heavy mechanic complex to utilize in competitive play, it remains a notable example of the creative risks taken by designers during the Kamigawa block to differentiate its gameplay from other Magic expansions.
