Cursed Rack was introduced in the Fourth Edition core set of Magic: The Gathering, released by Wizards of the Coast in 1995. This set marked a transition point for the game, as it compiled cards from previous expansions to create a standardized baseline for players. The card serves as a thematic counterpart to the iconic Black Vise, operating on a similar mechanical principle of punishing the opponent based on their hand size, though it shifts the focus to taxing those with fewer cards.

The artwork for this specific printing was illustrated by Dan Frazier, whose contributions were instrumental in establishing the early visual identity of the game. Frazier focused on a dark, visceral aesthetic that captured the claustrophobic nature of the artifact. Upon its release, the card was received as a functional utility piece for control-oriented decks, valued primarily for its ability to exert pressure in the late stages of a game when resources were naturally depleted.
