Foul Imp was originally printed in the Magic: The Gathering Ninth Edition core set, released in 2005. Ninth Edition served as a transitional product for Wizards of the Coast, marking the final time the game featured the classic white-bordered card frame before moving to the modern frame. The set was designed to be an accessible entry point for new players, drawing heavily from the previous decade of card designs to consolidate a rotating pool of foundational mechanics and creatures.

The card features artwork by Matt Cavotta, a prolific illustrator who worked on many sets during the late 1990s and 2000s. Cavotta's depiction of the creature emphasizes the macabre aesthetic typical of black-aligned cards in the game, focusing on a spindly, grotesque demon intended to evoke a sense of vulnerability and corruption.
