Impetuous Devils was released in 2016 as part of the Eldritch Moon expansion for Magic: The Gathering. The set served as the conclusion to the two-part Shadows over Innistrad block, which revisited the gothic horror-themed plane of Innistrad. The card was designed to reflect the chaotic, high-stakes nature of the setting, where the arrival of the eldritch horror Emrakul began to warp the inhabitants and environment, manifesting as erratic and destructive energy.

The artwork was commissioned from Filip Burburan, a recurring contributor to the franchise known for his visceral, dynamic style. Burburan focused on capturing the frantic movement and unstable temperament of the creature, utilizing a color palette consistent with the distorted, maddened aesthetic of the set's late-stage corruption. Upon its release, the card was integrated into red-aligned aggressive strategies, valued by players for its haste and high power-to-cost ratio despite its temporary presence on the battlefield.
