Order of Leitbur was released in November 1994 as part of the Fallen Empires expansion set for Magic: The Gathering. The set focused on a war-torn world driven by resource scarcity, specifically the conflict between the Order of Leitbur and the Order of Ebon Hand. The card was designed to highlight the white color pie's ability to manipulate small amounts of mana for temporary power boosts, reflecting the tactical, soldier-focused theme of the expansion.
