Order of Leitbur was released in November 1994 as part of the Fallen Empires expansion for Magic: The Gathering. The set was designed to explore the sociopolitical collapse of a crumbling continent, presenting a bleak, faction-driven world where competing groups fought for dwindling resources. Mechanically, the set introduced 'homarids' and 'thrulls' while focusing on the theme of internal conflict rather than traditional heroic fantasy.

The card was illustrated by Quinton Hoover, whose distinct, painterly style helped define the early aesthetic of the game.
