Rouse was released in 1999 as part of the Mercadian Masques expansion for the Magic: The Gathering trading card game. Set on the plane of Mercadia, a world defined by its complex goblin-run economy and reliance on ancient technology, the card reflects the set's mechanical focus on alternate costs and resource manipulation. It was designed during a period when Wizards of the Coast was shifting toward more intricate card interactions, moving away from the high-power levels of earlier sets to balance the game's competitive environment.

The illustration for Rouse was created by artist Christopher Rush, one of the most iconic figures in the game’s early visual history. Rush utilized his signature style to depict the essence of a sudden, combat-oriented magical effect, emphasizing dynamic motion and the raw energy characteristic of green mana spells.
