What it does
When you encounter this phenomenon, open a Magic: The Gathering booster pack and shuffle it without looking at its contents. Those cards become the booster deck. You become the monarch. For the rest of the game, at the beginning of the monarch's end step, that player draws a card from the booster deck. They may spend mana of any type to cast those cards. (Then Planeswalk away from this phenomenon.)

Where it came from
The Royal Booster is a promotional card from the Planechase release, a 2009 expansion to the Magic: The Gathering trading card game. It was conceived as a lighthearted, non-tournament legal inclusion within the set, designed to mimic the feeling of opening a booster pack during casual play sessions. Its existence reflects the creative, experimental spirit of the design team at Wizards of the Coast, who sought to integrate playful mechanics that encouraged interaction with the game's physical environment.
The card features artwork consistent with the aesthetic of the Planechase era, emphasizing the multidimensional flavor of the game's setting. It was never intended for competitive play and was distributed as an insert to add a sense of discovery for players. Because of its nature as a novelty insert rather than a core functional card, it is primarily viewed as a collectible curiosity that highlights the design team's focus on expanding the variety and depth of the game's tabletop experience.
