Stromgald Cabal first appeared in the Ice Age expansion released in 1995, representing the dark, ritualistic cults inhabiting the frozen wastes of Dominaria. Its inclusion in the 1997 Fifth Edition base set served to maintain the presence of this thematic element as the game transitioned into a more standardized core set structure. The card functions as a resource-denial tool, reflecting the set's broader mechanical focus on punishing specific strategies, particularly those involving color-aligned protective spells.

The artwork was provided by Anson Maddocks, a foundational illustrator for early Magic: The Gathering whose visceral, somewhat unsettling style defined the visual identity of the game’s first few years.
