What it does

When you planeswalk here and at the beginning of your upkeep, put a flying counter on target nontoken creature you control without flying.

Whenever chaos ensues, exile target creature with flying. For as long as it remains exiled, its owner may cast it by paying 2 generic mana rather than paying its mana cost.

When you planeswalk away from The Windy City, remove all flying counters from all creatures.

Provenance

Where it came from

The Windy City is a card featured in the Planechase expansion, a format introduced by Wizards of the Coast to bring a layer of shifting environmental chaos to the standard game of Magic: The Gathering. Released as part of a series of oversized cards, these pieces were designed to represent different planes of existence within the multiverse, with this specific card drawing inspiration from the iconic architecture and atmosphere of urban landscapes reminiscent of Chicago.

The art and mechanical design for the Planechase series were developed to evoke a sense of travel and instability, requiring players to adapt their strategies as the 'plane' of play shifted. The visual aesthetic utilized the game's established high-fantasy style while incorporating more grounded, atmospheric elements to depict distinct settings. Upon release, the set was received as a novel way to revitalize casual play, though it remained a niche experimental format compared to traditional formats.
