Waterlogged Grove was introduced in the 2019 expansion set Modern Horizons, a product designed specifically to inject cards directly into the Modern format of Magic: The Gathering without requiring them to pass through Standard. As part of a cycle of allied-colored lands that provide utility, it was engineered to offer both mana versatility and card advantage, addressing the competitive need for smoother resource management in complex deck archetypes.

The art was commissioned from illustrator Titus Lunter, who crafted a haunting, atmospheric depiction of a swampy, submerged woodland. Lunter sought to capture the feeling of a landscape being slowly reclaimed by nature, emphasizing deep greens and blues that align with the card's Simic (Green-Blue) identity. Upon its release, the card was well-received by players for its efficiency, quickly becoming a staple in various tempo and control decks due to its ability to cycle itself when no longer needed.
