The Magmar card, numbered 44 in the Wizards of the Coast Black Star Promo set, was released in 2002 as a tie-in for the home video launch of Pokémon 4Ever: Celebi – The Voice of the Forest. This set was designed by Wizards of the Coast to encourage cross-promotion between the expanding Pokémon Trading Card Game and the various films and media released during the franchise's height in the early 2000s.

The card features artwork by Ken Sugimori, the lead designer for the original Pokémon games, whose illustrations define the classic aesthetic of the Kanto and Johto era. Sugimori's approach prioritized clean, dynamic character portraits that aligned with the official game sprites, a style that was well-received by players for its consistency and readability during gameplay.
