The anime is based off an old Japanese story, which in turn was inspired by the classic Chinese novel Suikoden (Water Margin).
In the original story, a large band of outlaws are given amnesty by the government to fight foreign forces and rebels. The Tenpou Suidoken version relocates the story to the Chiba Prefecture town of Tonosho, and it revolves around the chivalrous battles of Sasagawa no Shigezou and Iioka Sukegorou.

Where it came from
Tenpou Suikoden NEO was produced by Kachidoki Studio and released in 2013 as a short-form television series. The project was conceived as a comedic, modernized reimagining of the classic Chinese literary epic Water Margin, transposed into a satirical version of the Edo period. By utilizing a minimalist and highly stylized Flash animation aesthetic, the production team focused on rapid-fire dialogue and absurdity rather than traditional action sequences.
The series reflects a trend in Japanese short-form animation from the early 2010s, where studios sought to maximize comedic impact through unconventional character designs and eccentric voice acting. While the show maintains a niche status due to its experimental visual approach and departure from the source material's serious tone, it remains a distinct example of Kachidoki Studio’s work during a period when they were prolific in creating micro-budget, humor-driven anime titles.
