The Capricious Sorcerer debuted in the 1997 Portal set, a standalone product designed by Wizards of the Coast to serve as an entry point for new Magic: The Gathering players. The set stripped away the complex timing rules and stack mechanics prevalent in the base game, favoring a simplified format that emphasized creature combat and sorcery. This card, a rare blue creature, was intended to introduce players to the concept of randomized damage effects, a staple of the color blue's chaotic, less-predictable design philosophy.

Zina Saunders provided the artwork for the card, capturing the whimsical and somewhat volatile nature of a sorcerer mid-spell.
