Decree of Justice was originally released in the 2003 Scourge expansion, designed as part of a cycle of powerful cycling spells that offered players flexibility between immediate board impact and resource management. The card found a renewed audience when it was reprinted in the Commander 2014 set, a collection specifically curated to support the multiplayer Commander format. By allowing players to generate a significant number of soldier tokens or cycle the card to draw and create smaller threats at instant speed, it serves as a versatile tool for control-oriented strategies.

The artwork for this particular printing was illustrated by Adam Rex, a renowned artist whose work frequently blends traditional fantasy motifs with a distinct sense of composition.
