Where it came from
Decree of Justice was originally released in the 2003 Scourge expansion, designed by Wizards of the Coast as part of the 'cycle' of Decree cards that featured an cycling ability alongside a primary effect. The card was specifically crafted to reward players for accumulating mana, offering both a board-presence spell and an instant-speed defensive maneuver in white control archetypes. It reflects the era's focus on complex, multi-functional spells that allowed for high-level tactical flexibility.
The Commander 2020 version serves as a functional reprint, maintaining the original mechanics while updating the presentation for a newer generation of players. The artwork, consistent with the themes of justice and celestial intervention often associated with white-aligned magic, emphasizes the thematic weight of the spell. It was received as a versatile staple in the Commander format, favored for its ability to create a significant number of Soldier tokens while simultaneously cycling through a player's library.
