First Responder was released in 2022 as part of the Streets of New Capenna Commander set, a collection themed around a sprawling, Art Deco-inspired metropolis run by rival crime families. This card was specifically issued as a promotional variant, designed to showcase the aesthetic of the plane—a blend of 1920s jazz-age glamour and gritty urban fantasy. The set was conceived to explore a unique environment within the multiverse, focusing on themes of power, corruption, and the social structures of a city built on a resource known as Halo.
