The International Collectors' Edition (ICE) was released in 1993 as a non-tournament-legal product designed to provide players with access to cards from the early days of Magic: The Gathering. These cards are physically distinguished from their limited-edition counterparts by gold-bordered backs and squared corners, making them unsuitable for official competitive play. This specific printing served as a way to celebrate the game's initial success and allow casual players to complete their decks with cards that had become increasingly difficult to acquire.

The art for Fog was originally illustrated by Sandra Everingham for the Alpha set. Everingham's work on this card captures a serene, atmospheric quality that has since become iconic within the game's visual history.
